fc,transv is the permanent net compressive stress acting normal to the splitting plane of the bar or bars being developed or spliced. Compression across the plane holds the splitting crack closed and increases the confinement.
βt enters the reinforcement confinement factor:
A larger fc,transv gives a smaller βt, a smaller λrc and a shorter development length. Once fc,transv ≥ fr, βt = 0 and no further benefit is taken.

nm = Es/Ec is the modular ratio, with Ec = 120,000 wc2.0 f′c0.33; n in ktr below is the number of developed bars.
With no confining reinforcement this reduces to λrc = db/cb. Better confinement gives a smaller λrc and a shorter development length.

A Class A lap splice can be used only when the utilization factor, As,req’d/As,provided, is 0.5 or less and no more than 50% of As is spliced within the required lap length.
